Volt=0.02v on the Flash board between –Vin & +Vin and between Points 1 & 2
Is it metered with the B492 on the board ?
If transistor is damaged and its collector and emitter are short connected, so voltage between Points 1 & 2 will be very low, as metered.
Please remove B492 from board and meter the voltage again.
As you marked "-Vin" connected to #2, so voltage on #1 must be more positive than #2. And in this case transistor must be NPN-structure.
When B492 will be removed, the voltage between #2 and #1 will be the same as on battery.
